QSF Portal 1.3.2

QSF Portal 1.3.2 has been released. There are a number of very important changes.

Changes for 1.3.2:

* Portal admins no longer require file uploads to be approved.
* Removed several direct email address references to keep websvn from revealing them.
* cms.php file was a stray and has been deleted.
* Error messages should specify QSF Portal.
* File categories now have an optional description field.
* PM notification by mail option added.
* Hovering over a topic title shows original post date.
* Active users link shows activity in new modules now.
* File system permissions upgraded to behave like forum permissions.
* Fix member stats link in AdminCP will correct user post and upload counts now.

Bugs addressed:

* Installer could not perform full upgrade from Mercuryboard 1.0.0
* Calculation for uploads per day is wrong if less than one day has passed since the user joined.
* Fatal error during installer for PHP < 5.1.
* Missing 0.png image added to skin.
* Fatal error renaming file categories.
* Pass by reference error in avatar controls.
* Syntax error in files.php, nestedSelect() for PHP < 5.1.
* File category counters don't update when files are deleted.
* XML backup data corrupts settings_data field when used in a restore.
